- SUBJECT: Rack Gasoline Price Data for all US Terminals/Retail Gasoline Price Data for cities in Michigan DESCRIPTION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation.. This solicitation is identified as OAM-2002-N-005. This combined synopsis/solicitation is organized in four parts: Requirements, Applicability of FAR Provisions, Format of Proposals, and Evaluation Criteria. REQUIREMENTS: the U.S. General Accounting Office (GAO) has a requirement for rack gasoline price data for all US terminals in weekly frequency from 1994 through 2000, including full supplier details, such as branded or unbranded with individual company names. Questions GAO will address : Q1. Which segments of the petroleum industry have been affected by mergers in the 1990s? Q2. To what extent have these mergers in the 1990s affected market concentration in the different segments of the U.S. petroleum industry? Q3. How have the mergers in the 1990s affected U.S. gasoline prices? GAO requires data on wholesale gasoline prices and associated details nationwide as well as wholesale and retail gasoline prices in Michigan and associated details. See below for more specific details. There are 3 data-sets that we want to purchase for Q3. #1. Rack (wholesale) prices for unleaded gasoline, weekly averages for all terminals in the U.S. from January 1994 through December 2000. For each terminal, the data should include, but not limited to, the following-the name of the company (supplier), price charged for branded, price charged for unbranded, average price for all branded, and average price for all unbranded. Please provide a list of all the terminals and cities covered in your database. #2. Retail prices for unleaded gasoline, excluding all taxes, weekly averages from November 1997 through June 2001, for all cities in the state of Michigan. For each city, the data should include, but not limited to, the following-the name of the company (retailer), and the price charged. Please provide a list of all the cities in the state of Michigan covered in your database. #3. Rack (wholesale) prices for unleaded gasoline, weekly averages from November 1997 through June 2001, for all terminals serving the cities in #2 above. For each terminal, the data should include, but not limited to, the following-the name of the company (supplier), price charged for branded, price charged for unbranded, average price for all branded, and average price for all unbranded. Please provide a list of all the terminals (covered in this database) that are serving the cities identified in #2 above. EVALUATION CRITERIA: FAR 52.212-2, Evaluation -- Commercial Items. Award will be based on lowest price of all 3 data-sets.
