Description
The Navy aviation community is about to embark upon a revolutionary concept of aviation trainer interoperability under the Navy Aviation Simulator Master Plan (NASMP). The initial phase of this endeavor is preparation of a simulator interoperability plan to support the networking of Navy aviation trainers. The estimated value of this phase is $500,000. The simulator interoperability plan consists of four (4) studies and the establishment of five (5) standards. The four studies are: 1) Network Interoperability Study, 2) Visual Interoperability Study, 3) Database Interoperability Study, and 4) Tactical Environment Study. The five standards are: 1) Network Standard, 2) Visual Standard, 3) Database Standard, 4) Tactical Environment Standard, and 5) Briefing/Debriefing/AAR Standard. To enable the efficient and effective establishment of the plan and on-going government involvement and feedback, a single contractor possessing specialized technical expertise in the following areas is required: 1) Distributed Interactive Simulation (DIS) and High Level Architecture (HLA), 2) Federation Control and Management, 3) Visual Systems, 4) Training Databases, 5)Tactical environments, and 6) Briefing/Debriefing/After Action Review (AAR). Upon the basis of its complete range of unique technical capabilities, the government intends on awarding this requirement on a sole-source basis to Distributed Simulation Technology, Inc. located in Orlando, FL. See numbered Note 22.
