SOURCE SOUGHT SYNOPSIS RANDOLPH AFB AIRFIELD SUPPORT SERVICES SOLICITATION #F41689-02-R-0005 A-76 COST STUDY, PICK-A-BASE You are hereby notified that a source selection is in progress for Airfield Support Services A-76 Cost Comparison Study at R andolph AFB, TX. The anticipated period of Source Selection is from October 2001 through August 2003. DURING THIS PERIOD U NTIL CONTRACT AWARD, OFFERORS REQUESTING INFORMATION REGARDING THE PROJECT SHALL CONTACT THE CONTRACTING OFFICE ONLY. CONTA CTS TO OTHER AIR FORCE PERSONNEL ARE PROHIBITED. The Contracting Officer or her representatives are the only persons author ized to contact offerors, and the Contracting Officer is the only person authorized to release information regarding an ongo ing Source Selection. The strategy for this acquisition may change prior to final RFP release. Please send an email to terry.lazenby@randolph.af.mil and kimberly.drake@randolph.af.mil with your company na me, business status (woman owned, service disabled veteran owned, small disadvantaged etc) and a point of contact (name, pho ne, fax and e-mail) if you are interested in participating in this requirement. This solicitation is completely separate from the Randolph AFB Base Operational Support (BOS) and Aircraft Maintenance solic itation number F41689-01-R-0021, which is full and open competition. Although both solicitation milestones/source selection s will be run concurrently, there will be 2 separate proposals (for both industry and the MEO) and 2 independent awards. Un like previous A-76 cost studies run by AETC CONS, there will be 2 cost comparison decisions. Requirement: See draft Performance Requirements Document to be posted at a later date. See Service Areas description below . Competition Restrictions: Set aside for small business competition only. The contracting officer has established NAICS 5612 1 for the basic contract. The small business size standard is $20 Million. Contract Type: Fixed Price Award Fee (FPAF)/Award Term. Award fee applicable to all years. Evaluation Criteria: Technical Acceptability Past Performance Price Approximate Draft Acquisition Milestones Draft PRD Release: TBD Draft RFP Release: 07 Dec 01 Industry Day: 08 Jan 02 Final RFP Release: 25 Jan 02 Past Performance Due: 29 Mar 02 Proposals Due: 24 Jun 02 Best Value Decision: 29 Nov 02 Cost Comparison: 05 Dec 02 Contract Start: 01 Jun 04 Service Area Description: Airfield Support Services  Provides Airfield Management Services  Responsible for 12 FTW Scheduling (coordinates requests for aircraft static displays, VIP tours, and orientation fl ights with flying squadrons, aircraft maintenance, flight medicine, public affairs/protocol and 19 AF/AETC if necessary  Provides overall weather support to 12 FTW and tenant units (e.g., provide commanders and their staffs with request ed information, staff weather, exercise weather, flight weather and other weather briefings as required)  Life Support -- Performs all duties and tasks associated with Life Support and Aircrew Life Support Continuation Tra ining  Provides Operations Resource Management (determines aviation service qualifications for all aircrew and parachutist s assigned or attached to the 12 FTW for Flight Records maintenance support, and supports all Air Force aircrew attending an aircrew academic/flying course on Randolph AFB, Corpus Christi NAS or Brooks AFB)  Provides administrative and information management support for the 12 FTW, 19 AF and HQ AETC for all aircrew academ ic/flying courses at Randolph AFB
