- The Smithsonian is seeking Offerors to furnish all supervision, labor, materials, equipment and supervision required for the construction of a two-story, approximately 16,000 Square Foot (SF) office and laboratory building for the Sub-millimeter Array Base Facility in Hilo Hawaii. Work must be in strict compliance as set forth on the Drawings, Sheets 1 through 122, dated November 5, 2001, and Specifications, dated August 28, 2001, for OFEO Project No. 0083103. The Scope of Work for Base Bid and Alternates includes, at a minimum, the following: BASE OFFER: Construction of a two-story building, including reinforced concrete footings and floor slabs, structural steel and wood framing, concrete unit masonry, standing seam metal roofing, preformed metal and wood sidings, metal decking, composite elevated flooring, flashings and sheet metal work, aluminum handrails and railings, steel doors and frames, rolling service door, aluminum windows, architectural finishes, hydraulic elevator, fire alarm and protection systems, plumbing, air conditioning and ventilation system, electrical work and incidental related work. Site work includes connecting utilities, site concrete work, asphaltic concrete pavement, irrigation system, landscape planting and miscellaneous site work. ALTERNATE OFFERS: Alternates to the Base Offer include constructing a wood framed bridge and concrete access ramp, additional asphaltic concrete pavement, and additional parking area lights. Interested firms must request, in writing, a copy of Solicitation Number F0236SOL0006 from the following: Smithsonian Institution, Office of Contracting, 750 9th Street, NW, Suite 6200, Washington, DC 20560-0907, Attn.: Lloyd McGill, Code 32. The Request for Proposal (RFP) will be available on approximately November 29, 2001. The date for submission of proposals will appear in the RFP documents. Requests for the RFP may be by letter or FAX. Requests must contain the complete company name, street mailing address, phone and FAX numbers, and a point of contact (POC). Requests containing only PO Box numbers will not be answered. The drawings and specifications may be purchased from Urban Works, 831 Pohukaina Street, Suite E1, Honolulu, Hawaii 96813, Telephone No. 808-597-1155. All costs associated with the purchase of plans and specifications, to include any mailing and/or shipping, or reproduction are to be borne by the Offeror and are non-refundable. Payments for drawings and specifications are to be made directly to Urban Works. Offerors will be notified of a Pre-Proposal/Site Conference in the RFP documents. Offers shall be evaluated on the following criteria: 1. Plan of Accomplishment and Contract Time; 2. Firms Experience and Past Performance; 3. Key Personnel and Subcontractors; and, 4. Contract Price. Award of a contract shall be made to the Offeror whose combined technical and price proposal are, as determined by the Contracting Officer, to be the most advantageous to the Smithsonian Institution. The Estimated price range for this project is between $3,000,000 and $4,000,000. All Offerors shall be required to submit information to substantiate their ability to perform the work requirements and establish the company's financial stability. All interest Offerors may submit a proposal that will be given consideration.
