Description
The work will consist of surveys for design and construction layout and preparation of preliminary designs, landrights work maps, final designs, construction drawings and specifications, bid schedules, cost estimates and design folders. The projects may include vegetated, concrete lined, cellular block lined and rock riprap lined channels; channel bank stabilization measures; channel grade control structures, precast concrete bridges with steel, concrete and wooden piling; and earthen floodwater retarding structures. Applicants must have the capabilities to provide civil and geotechnical engineering, landscape architecture, surveying and drafting services. Joint ventures will be considered as an applicant in applying criteria requirements. Preselection will be based on the following criteria. An applicant must: (1) Have a minimum of three civil engineers employed on a full time basis. At least one of these must be registered in the State of Mississippi, or be registered in another state and have passed the Engineer's in Training exam and the Professional Engineer exam, and obtain registration in the State of Mississippi within 75 days, if selected. (2) Have a minimum of three draftpersons employees on a full time basis, who have a minimum of one-year experience each, one of which has a minimum of ten years experience. (3) Have a land surveyor registered in the State of Mississippi. (4) Have a minimum of four surveyors employed on a full time basis, who have a minimum of one-year experience each, one of which has a minimum of ten years experience. (5) Have the capabilities in the technical areas required. Selection will be based on the following criteria: (1) Location in the geographic area and knowledge of the locality (30%). Evaluation will be based on proximity to Jackson, Mississippi, and the extent of previous work performed in the State of Mississippi. (2) Specialized experience (25%). Evaluation will be based on the extent of directly related experience in boundary surveys and in the survey and design of the types or projects described. (3) Capacity to accomplish the work (20%). Evaluation will be based on the number of personnel available in the disciplines described above, the quantity of existing work under contract, and the schedules for completion of existing work under contract. (4) Past performance on contracts with government agencies and private industry (15%). Evaluation will be based on the quality and timeliness of performance under previous contracts. (5) Professional qualification necessary for satisfactory performance (10%). Evaluation will be based on professional engineer, landscape architecture and land surveyor registrations and civil engineering technician certifications. Interest and qualified firms should submit a completed Standard Form 254 (SF 254), "Architect-Engineer and Related Services Questionnaire" and Standard Form 255 (SF 255), "Architect-Engineer and Related Services Questionnaire for Specific Project" within 30 days of this advertisement. Only those firms responding by that date will be considered for selection. Firms with a current (one year or less) SF 254 on file need only to submit a SF 255. Minimum total delivery orders will be $10,000 per fiscal year. Work will be ordered on an "as needed" basis during Fiscal Year 02, October 1, 2001 through September 30, 2002, with an option on the part of the goverment to renew for two additional one-year periods.=20
