Description
The Postal Service will require Architect/Engineer services for the design to renovate the Processing and Distribution Annex & Independent Mail Transfer Center in Bronx, New York. The project consists of investigation, design, drawings, specifications and proposal documents for renovation of an existing facility of approximately 370,000 gross square feet, with loading docks, employee and truck parking. Some interior demolition and asbestos/lead abatement is required on the existing building. The major work consists of a new central plant, HVAC, electrical, plumbing upgrades, fire protection, structure upgrade, new roof, etc. The building consists of two stories with mezzanines on both levels. Phasing will be required to accommodate active postal operations located on the ground floor. Suppliers are invited to visit the site located at 815 Hutchinson River Parkway, Bronx, New York 10465-9731. Suppliers must make an appointment to visit the site by contacting Mr. Lou DeNapoles, Beeper: 800-946-46464 pin 1120273. The estimated total project construction cost is $20 million to $30 million. The qualifications of firms for this project are as follows: (1). Experience in projects of comparable size and scope. (2). Architectural firms shall have a minimum of seven licensed architects in the office where the work is performed; (3) In-house engineering and out-of-house consulting engineering firm(s) shall have at least two licensed engineers in each of the following disciplines: Civil, Structural, Mechanical and Electrical in the office where the work will be performed; (4) Prime and civil, structural, mechanical and electrical engineers shall have worked together on at least three projects of similar size and scope; (5) AutoCAD Version of 2000 or later. Comparable projects are defined as industrial plants, 150,000 gross square feet or greater, and costing more than $20 million. Firms that have the qualifications to perform the services described above are invited to submit four copies of a completed SF255, Architect/Engineer and Related service Questionnaire for Specific Project. And four copies of a completed SF254, Architect/Engineer and Related Services Questionnaire, for each of its proposed consultants to the office, received no later than close of business on December 13, 2001. The packages must be mailed to the attention of D. W. Tokasz, Purchasing Specialist, U. S. Postal Service, Major Facilities Office, 4301 Wilson Boulevard, Suite 300, Arlington VA 22203-1861. The selection will be conducted by using both the submitted SF255 and SF254s. Interested firms with more than one office must indicate on their SF255 the staffing composition of the office in which the work will be performed. Consideration will be given to firms, including consultants, responding to the advertisement in accordance with the following order of preference: (1) Local area (within the city of New York), (2) Within 50 mile radius of New York City; (3) State of New York; and (4) all other. The contract contains a requirement for firms to provide evidence of current insurance of $1,000,000 for errors and omissions per claim. Participation of minority-owned and woman-owned businesses in U.S. Postal Service architect engineer selections is encouraged. It is prohibited to pay any fee, commission, percentage or brokerage fee to any person or firm contingent upon or resulting from award of a contract for this project. No other general notification of this project will be made. Submissions will not be retained or returned. This is not a request for proposals.=20
