Description

The Human Resource Services, Division of Personnel Operation-Switzer, through the Program Support Center, Department of Health and Human Services plans to award a 12 month Sole Source purchase order to Ida F. Smellowsky, 6716 Edgemore Drive, Camp Springs, Maryland using simplified acquisition procedures. The purpose of this procurement is to obtain the services of a contractor intimately familiar with personnel regulations and operations, who when provided with personnel actions, can immediately and independently process them. To the end, the contractor shall provide reviewing and screening of applicants for qualifications, selecting the appropriate type of appointment to match POD requirements and preparing requests for all personnel actions. The Contractor shall provide advice, prepare documents and process personnel actions to recruit staff for the Office of the Secretary, the Office of the Inspector General for approximately 50 vacancies existing at the present time. The proposed simplified acquisition action is for supplies and services for which the government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals within 7 days after the date of publication of the notice. A determination by the Government not to compete this proposed simplified acquisitions based upon response to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
