Description

The Naval Undersea Warfare Center Division, Newport has a requirement for services to implement a rapid Training, Readiness and Evaluation Debrief System (TREDS). Tasking includes recommending a computer based software module that automatically merges shipboard data and range reconstruction data; recommending a computer based software module that evaluates and displays selected measures of performance and effectiveness; recommending a shipboard TREDS system; verifying and validating shipboard and land based components of TREDS; and performing analysis of selected Fleet exercises. A sole source contract to Mikel, Inc., Henderson, NV is planned. Mikel, Inc. has developed the prototype implementation of an automation tool for Fleet exercise analysis. This procurement is for the design and implementation of a Rapid Training and Evaluation Debrief System based on the Mikel designed prototype. As a result, Mikel is the only firm with the unique technical qualifications and background experience to successfully the system developed from their prototype design. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source using SAP and commercial item procedures as set forth in FAR Parts 12 &. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
