Description
As part of the Missile Defense Future Naval Capability (FNC) program, the Office of Naval Research (ONR) is developing Composite Combat Identification (CCID) with the ultimate objective of achieving operational integration of organic Naval airborne surveillance and tracking systems with battle management and surface-based missile-firing units. This also provides the basis for an overland missile defense capability for Marine Corps units. Critical to CCID development and effective operation is broad and deep technical execution and coordination for the identification, understanding, and utilization of the contributing systems, and the development of quantitative fusion identification systems, and the development, application, and interpretation of developmental assessment techniques and metrics. ONR has a requirement for technical expertise and support of the CCID program as described above including technical support for Intelligence, Surveillance & Reconnaissance (ISR) integration development, technical development for and support of the ID reasoning algorithm construction, formal assessments of CCID algorithms, and development and support of prioritization of sources and sensors. The Government intends to solicit only one source under the authority of FAR 6.302-1. Negotiation is anticipated between the government and MCA. Interested parties may identify their interest and capabilities to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 45 days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The anticipated period of performance for this effort is a base period of twelve months from date of contract award and two twelve-month options. The Federal Supply Class or Service Code is R425, the NAICS code is 541330, and the small business size standard is $4.0 M.
