- Kaiser-Hill Company, L.L.C. (Contractor), the Closure Contractor at the Department of Energy (DOE)'s Rocky Flats Environmental Technology Site (Site) near Denver, Colorado is seeking to identify a list of laboratories interested in providing safe, timely, and cost effective analytical services on samples with high radioactive content. The request for expression of interest and the resulting responses will be used to determine if commercial analytical laboratories are a viable alternative for replacing analytical capabilities that will be lost following the closure of the Site's onsite laboratory facility in December of 2002. Alternate analytical capabilities for the determination of Radiological parameters (Pu, Am and U g/l; Pu, Am, and U g/g; and Gross alpha/beta), Volatile organics (VOAs), Semi-volatile organics (SVOAs), Polychlorinated biphenyls (PCBs), Metals, and Waste characteristics (pH, water reactivity, flash point, and chloride content) are required from January 2003 through Calendar Year 2005. These services are required for samples of Transuranic (TRU) and TRU Mixed (TRM) wastes containing special nuclear materials (SNM) that range from high radioactive contamination up to and including "dirty" Plutonium Oxide that is 80% Pu (aged weapons grade). Samples shall be analyzed to the requirements of either the National Basic Ordering Agreement (BOA) Statement of Work for Laboratory Analytical Services (http://ersmo.inel.gov/emcap/icpt-boa.html) or to the Waste Isolation Pilot Plant (WIPP) Quality Assurance Program Document (QAPD) (http://www.wipp.carlsbad.nm.us/library/qapd/caoqapd.pdf). Laboratories interested in analyzing WIPP designated samples (metals, VOAs, SVOAs, and PCBs) are required to be WIPP qualified (http://www.wipp.carlsbad.nm.us/library/pdp/DOE-CAO-95-1077Rev3.pdf). Samples will consist of Pu oxides, uranium oxides, other compounds including holdup material collected during Site decontamination and decommissioning activities, and other types of TRU/TRM waste contained in liquids, sludge, solids, mixed-matrices and combinations thereof. In Calendar Year 2003, the sample load is anticipated to include 1500 to 3000 samples, of which 500 to 1000 will require WIPP determinations. In Calendar Years 2004 and 2005, the sample loads are anticipated to include 1000-1500 samples and 200-400 samples respectively. The laboratory will be required to handle samples containing radioactive materials in the range of 48.8 E-6 Curies up to 100 Ci/g that include the following radioactive isotopes: U-233, U-234, U-235, U-236, U-238, Pu-238, Pu-239, Pu-240, Pu-241, Pu-242, and Am-241. Individual sets of samples have potential to contain up to 25 grams Pu. In order for an offsite laboratory to receive samples, the laboratory will need a DOE license to receive nuclear materials, and have a DOE Reporting Identification Symbol (RIS) assigned. Also, the laboratory needs the capability to report to the DOE Nuclear Materials Management Safeguards System (NMMSS) national reporting database. THIS REQUEST FOR AN EXPRESSION OF INTEREST IS A MULTIPLE-STEP PROCESS. The FIRST STEP will identify Laboratories interested in pursuing the analytical laboratory work described above. In the SECOND STEP, the Contractor will contact interested Laboratories and provide additional information as necessary to explore the level of interest of the laboratories and obtain specific laboratory qualifications. A THIRD STEP, including a Contractor's Request for Proposal, may be implemented depending on the results of STEP 2, and the feasibility of using commercial laboratories for analyzing samples with high radioactive content. LABORATORIES INTERESTED IN RESPONDING TO THIS STEP 1 INQUIRY SHALL SUBMIT A WRITTEN EXPRESSION OF INTEREST AS FOLLOWS: 1.) A statement that the Laboratory is interested in performing glove-box based analysis of TRU/TRM wastes (> 1 gram SNM). 2.) A statement indicating whether or not the Laboratory is willing to become a WIPP qualified laboratory. 2.) A list of analyses the Laboratory would be willing to provide under the requirements of the BOA, WIPP or both. 3.) Identification of the Laboratory's current or intended radiological limitations for anticipated samples, i.e., Curie limits per sample and Curie limits per shipment. 4.) A statement that Laboratory possesses a current radioactive license or is willing to pursue a license permitting an inventory of Pu and Am at a level supporting a flow of samples in the 1 to 25 gram Pu range. The omission or failure to respond to any of the required items above may result in a laboratory being considered non-responsive. Telephone calls will not be accepted.
