Description

The Naval Air Systems Command intends to negotiate with the Bell-Boeing Joint Venture Team on an other than full and open competitive basis for the effort associated with the return to flight of V-22 Aircraft numbers 21, 22, and 23 for induction into the EMD flight test program and the preservation and storage effort for Lots III, IV, V and potentially Lot VI aircraft. The effort associated to the return to flight of the three aircraft includes incorporation of upgraded return to flight software and the effort associated to the interim nacelle fix. The preservation and storage effort of the four lots of aircraft will take place at Bell Helicopter in Amarillo, Texas. These requirements will be procured in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements. The Bell-Boeing Team is the designer, developer and sole producer of the MV-22 tilt rotor aircraft and is therefore the only known source for the efforts described herein.
