Description

The National Guard Bureau Environmental Acquisitions Division announces preliminary plans to contract for professional, technical and remediation services in support of the Air National Guard's Guaranteed Remediation and Accelerated Solutions Program (GRASP). Targeted are selected Air National Guard installations throughout the United States that require environmental restoration investigation/remediation and site closeout. Information currently available consists of the Program's objectives and goals. The primary objective of GRASP is to initiate innovative approaches to remediate ANG property. GRASP has three primary goals: 1) Accelerate site investigation/cleanup -- with established endpoints, 2) Cost effectiveness -- cost savings to the ANG/Air Force, and 3) Development of a streamlined Air Force prototype with DoD-wide potential. Project features will include pre-qualification of contractors to perform the work (including past performance with ANG and/or Air Force environmental programs), incentivizing performance, progress and completion, and exploring contracting mechanisms for streamlining and expediting work. Specific information such as numbers of contracts to be awarded, types of contracts, award amounts, etc., is not yet determined. The National Guard Bureau will seek and encourage industry participation in the development of this program, therefore, a Preproposal Conference/Industry Day is tentatively planned for February , 2002. Additional information will be publicized as it is developed. Information will be disseminated to the public by way of these notices only. There will be no response to contractor telephone and email inquiries for additional information, nor will contractor marketing and capability presentations, etc. with the program or contracting offices be considered at this time.
