- This serves as public notice that the Bureau of Reclamation (Reclamation) intends to permit development of a consolidated commercial telecommunications tower facility on Reclamation land currently under a management agreement with California State Park, San Joaquin District under the provisions of the Telecommunications Act of 1996. Reclamation is seeking potential sources to develop, operate, and maintain such facility under a Reclamation telecommunications lease. Reclamation has identified a site approximately 50 feet by 50 feet located with the Millerton Lake State Park area, Friant, California to construct, operate and maintain a consolidated telecommunications tower facility. The site is located down slope approximately 150 feet from the Park's communication base station and water storage facility and would support, at a minimum, wireless telecommunications coverage for the town of Friant as well as coverage of Millerton Lake recreational area and dam. The site is vacant, and requires some grading to develop the site. The location of the proposed lease area is located at Lat: 36 degrees 59 minutes 41 seconds north; Long: 119 degrees, 41 minutes, 52 seconds west, NAD 27 and the 640-foot contour line. Use of the site will permit shared use by telecommunication service providers, but will not constitute exclusive access to Millerton State Park for such providers. Interested parties must also be cognizant of the following: any facility would have to be established in accordance with applicable Federal laws and regulations governing the provision of telecommunications services. Commercial electrical power is available adjacent to the site approximate 150 feet. Telephone cable is available approximately 700 feet. Connection and metering to be provided by developer. Site development will be under a Reclamation Telecommunication lease for a fair market cash rental with an initial lease terms of five (5) years with potential for three (3) additional renewals of five (5) years for a total not to exceed twenty (20) years. The lease will be a master lease between Reclamation and Lessee where Reclamation must approve and be compensated for all sub-leases. The lease award would be contingent upon technical review, compatibility with Millerton State Park's base communications operations and in compliance with all procedures required by Reclamation for installation of wireless telecommunications facilities at Millerton Lake, including compliance with required National Environmental Policy Act (NEPA) documentation prior to site development. Any facility to be constructed would have to be approved by Reclamation and Millerton State Park. Any developer will be required to reimburse Reclamation for administrative costs associated with processing and administration of the lease, to include costs for an appraisal and survey, regulatory/environmental approvals and technical frequency analysis for Millerton State Park's communication facilities, in addition to the lease rental. A lessee may be required to remove all improvements at the expiration or termination of the lease. Reclamation may require limited space on the tower for antennae, repeaters or microwave dishes.
