Description
Battery Charger, NSN 6130-01-304-3025, P/O AN/PRD-12 direction finding system. This requirement is for the purchase of 17 battery chargers, with an option for the purchase of an additional 17 chargers, in accordance with the Statement of Work, NORs and CD -ROM drawing C5156690. The AN/PRD-12 intercepts signals in the high frequency (HF) and/or very-high frequency /ultra-high frequency (VHF/UHF) ranges. The Battery Charger provides the capability for operating the AN/PRD-12 from either a +12V dc, +24 V dc or +28V dc power source or from a 90-to-260 V ac, 47-to440Hz power source. Operation from the ac power source allows for simultaneous battery recharging and AN/PRD-12 system operation. The government is buying this battery charger that shall be designated as C5156690-1 changing the identification label. CD-ROMs will be mailed upon request. This proposed procurement is 100% Small Business Set Aside. All responsible sources may submit a proposal, which shall be considered by the agency. REVERSE AUCTION INSTRUCTIONS AND AGREEMENT: The United States Electronics and Communications Command (CECOM) will conduct a competitive, anonymous, on-line reverse auction for the requirements specified a bove. The Web address to gain access to the auction is http://pilot.frictionless.com/ . The specific time for this reverse auction will be 07 January 2002, at 2pm, Eastern Standard Time. A User Id and Password are required to participate in the reverse a uction.The solicitation will be issued on or before 06 December 2001. After the solicitation is issued, the contractors shall sign and return the Representations and Certifications to the Contracting Officer at CECOM to receive a user Id and password for t he reverse auction by COB 31 December 2001. A demonstration of the reverse auction tool will be available to all interested contractors after the User Id and Password are issued. Technical assistance point of contacts for use of the auction will be posted at that time. BASIS FOR AWARD. At the conclusion of the reverse auction, the government intends to make an award to the Contractor who submits the lowest price, and deemed acceptable and responsible by the Contracting Officer. The bidders must bid on the full quantity identified. The Contracting Officer reserves the right to make no award under this procedure.
