- Description
- The Bureau of Transportation Statistics (BTS), the federal statistical agency for the U. S. Department of Transportation (DOT), is seeking sources for the design, field testing, data processing, and evaluation for a planned new survey, the Annual Freight Survey. The planned Annual Freight Survey would be a survey of business establishments that ship freight ("shippers") in the 50 States and the District of Columbia. The contractor will be expected to develop or procure the sample frame; design the samples for the field tests; develop survey questions, survey instruments, and processing software; collect, computerize, aggregate, and analyze data; impute for unit and item nonresponse; inflate the samples to national estimates; generate standard errors or coefficients of variation for key statistics; perform a non-disclosure analysis; prepare tables, reports, documentation, and methodology descriptions; establish an expert advisory panel; and help prepare background material for Office of Management and Budget (OMB) survey clearance requests. It is expected that the contractor would field test about six different survey procedures. The most important among all the activities, and the ones that will be given the most emphasis during a competitive procurement process, if a competition is conducted, will be the capability of the contractor to develop or procure a comprehensive frame of business establishments from which to chose an efficient sample of shippers of freight (including gas and liquid substances) and to develop procedures for reaching the person(s) within the establishment with knowledge of the freight shipped by the establishment. In addition to the activities listed above, the contractor will be expected to provide advice and expertise in coordinating the new BTS survey with related surveys conducted by other Government agencies and develop or commission research and papers relating to freight survey issues and procedures. Offerors interested in documenting their capability to perform this study should respond to this announcement by January 4, 2002. The following specific information is requested: 1) company descriptive literature; 2) description of experience conducting establishment surveys and experience with transportation issues; 3) description of methodology; 4) description of measures used to maximize data quality, and 5) estimation of survey response rates. Documentation shall not exceed thirty (30) pages excluding resumes and should be sent to Bureau of Transportation Statistics, Attn: Michael P. Cohen, Room 3430, 400 Seventh Street S.W., Washington, D.C. 20590. Note DOT is currently not accepting mail from the U.S. Postal Service; offerors shall not send responses via U.S. mail but are advised to use a uniformed courier company such as Federal Express. The purpose of this synopsis is to identify capable potential responsible sources only, does not constitute an RFP, and is not to be construed as a commitment by the Government. The information provided will be evaluated to identify capable potential sources if funding is allocated for this effort. The Government does not intend to award a contract on the basis of this notice or otherwise pay for any information solicited. Note descriptions of work performed should relate only to the work actually performed by the submitting party (i.e., for a $2M subcontract under a $10M contract, provide the information relating only to the work under the subcontract versus the entire contract) and should include customer (names and phone numbers) references. Sources must indicate positively or negatively whether they are a small, 8(a), and/or HubZone business under NAICS code 541910. Responses shall be submitted in an original and one (1) copy.
