- Description
- The U.S. Broadcasting Board of Governors' (BBG), International Broadcasting Bureau (IBB) has a requirement to expand its existing Kuwait Transmitting Station (KTS) to enable Shortwave (SW) broadcasting of BBG programming at the KTS via the competitive solicitation, negotiation, and award of a firm-fixed-price (FFP) design/construction and SW equipment installation, testing, and commissioning contract. This proposed procurement is subject to U.S. Congressional authorization and appropriation of the necessary funds for this purpose. The Contractor shall be required to perform all necessary design and expansion of the existing KTS facility, to install all necessary SW equipment (including Government Furnished Transmitting Equipment), and to commission and test a fully integrated SW broadcasting expansion of the BBG's existing AM transmitting station in Kuwait. This SW expansion includes the installation of at least three (3) additional 250 kW High Frequency (HF) transmitters, multiple pairs of HF curtain antennas, all associated audio/communications/control-room equipment, and any necessary modifications to the existing KTS facility to accommodate the above-stated equipment installation. The Contractor shall also provide logistics support, including formal training of local SW equipment operating personnel, operations and maintenance (O&M) manuals, and spare parts. Other contract Deliverables include, but are not limited to, all necessary facility expansion design drawings and specifications, site-specific engineering studies and reports, project schedules, and periodic project progress reports. Upon completion of commissioning and acceptance testing of the above-stated SW equipment, and the commencement of SW broadcasting operations at the expanded KTS, the Contractor (at the U.S. Government's option) may also be required to provide on-site technical support for the SW equipment for up to twelve (12) months. The Contractor shall be responsible for the complete integration of all newly installed SW equipment into the expanded KTS facility. The contract term (i.e., period of performance) is up to two hundred and forty (240) calendar days from the Government's issuance of a written Notice-To-Proceed to the Contractor, with a possible monetary incentive of from 1 to 3 percent of the contract total price for the Contractor's early completion and the Government's acceptance of the contract work, as performed in accordance with the contract Statement of Work. This monetary incentive is also subject to U.S. Congressional authorization and appropriation of funds for this proposed project. As a prequalification requirement to be invited to submit a proposal for this proposed project, interested potential offerors or joint ventures must have successfully completed similar overseas design and expansion/construction projects, consisting of multiple high-power broadcast transmitters, curtain antennas with guyed towers, all necessary supporting equipment, facility renovations and/or new facility construction, including all utilities, with a resulting total contract cost of at least $5 million for each such project, and that such projects have been performed within the last five (5) years -- and for which a potential offeror's successful performance of such projects can be verified by the offeror's submission to the BBG Contracting Officer of customer references. These references must be available to be contacted by telephone to provide pertinent technical and other details to the Government regarding such completed similar high-power broadcasting projects. The BBG intends to issue a solicitation document (Request for Proposal) for this competitively negotiated FFP procurement by December 19, 2001. All responsible sources may submit a proposal (technical and price) in response to the forthcoming solicitation document (RFP) #BBGCON-3602-S5271, and all proposals will be considered by the BBG. Qualified potential offerors and/or joint ventures desiring to submit a proposal for this proposed work shall obtain a copy of the RFP document upon its issuance by submitting a written request and a nonrefundable check or money-order for $100 to the BBG Contracting Officer at the above-listed address. Oral expressions of interest in this proposed procurement will not be accepted. Any questions related to the above-stated forthcoming solicitation (RFP) document shall be submitted in writing to the above-stated BBG Contracting Officer for this proposed procurement. All written expressions of interest shall specifically reference this CBD Notice by its title and date of publication. This CBD Notice is not a RFQ, RFP, or an IFB.
