- Description
- The Naval Facilities Engineering Service Center has a requirement for marine engineering services to perform concept development, engineering design and analysis, seafloor surveying, seafloor mapping, undersea cable route selection, cable system design, cable system installation planning, and cable system recovery planning for Department of Defense cable systems. Examples of applications for such cable systems include Navy undersea operational and test ranges and tactical systems, environmental monitoring systems, seismic monitoring systems. The cable systems can include electro-mechanical and electro-optical cables, cable connectors, acoustic or other sensors, junction boxes, repeaters, cable protection devices, buoys, anchors and other related components. The work may include development of the following data: (1)environmental data (2) seafloor anthropogenic and biological hazards to cables (3) seafloor bathymetry and topography (4) sub-seafloor stratigraphy and composition. It may also include analysis of mission and installation environment to determine optimum cable survivability, mission performance, system availability and reliability, installation techniques, and cable routing. Techniques that may be required to obtain data for routing cable may include the following: swath bathymetry, side scan sonar, sub-seafloor acoustic profiling, personal communications to assess fishing or other hazards, and desk top surveys. The Navy anticipates a CPFF IDIQ type contract to be issued for one base year with four one-year options. The procurement is 100% Small Business Set-Aside with a Northern American Industry Classification System (NAICS) code of 541330, Marine Engineering, and size of no more than $13,000,000 average gross annual income over three consecutive years. The Solicitation will be limited to those potential offerors who have the required SECRET security clearances. ONLY WRITTEN REQUESTS FOR THE SOLICITATION WILL BE HONORED.
