Description
The National Cancer Institute (NCI) of the National Institutes of Health (NIH), NCI Core Genotyping Facility (NCGF), plans on procuring three Version 3.7 Genescan/Genotyper Fragment Analysis 3700 Software from Applied Biosystems, 850 Lincoln Center Drive, Foster City, CA 94404. The proposed software is an upgrade of the current software operating in our existing 3700 Sequencing systems previously purchased from Applied Biosystems. This software upgrade is essential to enable 3 of our seven 3700 systems to perform genotyping using DNS fragment analysis with the new, current SnapShot ABI chemistry at the required level of throughput. This software is proprietary to the Applied Biosystems 3700 and can only be purhcased from Applied Biosystems, Inc. Without this proprietary software, fragment analysis data cannot be processed, analyzed and stored correctly. The requested upgrade is essential to reach the expected goals at NCGF of providing fluorescently-based high throughput genotyping services in cancer epidemiology studies at NCI. The software is defined as a commercial item in accordance with FAR Part 2, and shall be procured in accordance with the test program for using simplified procedures for certain commercial items as authorized in FAR 13.5. Based on the above information, Applied Bioystems, Inc., is the only known source that can provide the upgraded proprietary software that is compatible with our existing equipment. This notice of intent is not a request for competitive quotation. However, if any interested party believes it can meet the above requiremetns, it may submit a statement of capabilities. The capability statement and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can fully meet the requirments. Capability statements must be received in the contracting office by 2:00 p.m., EST on December 3, 2001. If you have any questions, please contact Cynthia Brown, Purchasing Agent on (301) 402-4509. A determination by the Government not to compete this proposed requirment based on responses to this notice is solely within the discretion of the Government.
