- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with additional information included in this notice. This announcement constitutes the only solicitation; quotations being requested and a written solicitation will not be issued. This procurement is being issued unrestricted. The NAICS Code is 334516 with a standard of 500 employees. The National Institute for Occupational Safety and Health has a requirement for a 3936NL25 Scanning Mobility Particle Sizer (SMPS). A scanning mobility particle sizer (SMPS) is needed to quickly count and measure the size distribution of particles in the size range from 0.003 to 1.0 microns in diameter. Control techniques are widely applied to limit worker exposures to aerosol hazards, including situations where large numbers of sub-micrometer particles, ultra fine particles (smaller than 100 NM and Nanoparticles smaller than 50 NM) are encountered. Most control systems are generally effective at reducing aerosol mass concentration. However, there is increasing concern that for sub-micrometer particles, health effects are more closely associated with particle number or surface area. The question, therefore needs to be asked: Are there cases where filtration and ventilation control systems do not adequately control sub-micrometer particle number and surface area, and if so, what are the limitations, and how can these be overcome? An SMPS will be used for field and laboratory research to help answer these questions. SPECIFICATIONS: Capable of counting and sizing particles in the size range 0.003 to 1.0 microns by using two different differential mobility analyzers (DMAS-NANO and LONG); Capable of counting single particles in concentration from 20 to 10(7) particles/cc; 1.5 Liters per minute sampling rate; Minimum detectable particle: 50% of 3-NM particles; Maximum detectable particle: Greater than 3 micron; Condensing Liquid: N-Butyl Alcohol; Fast scanning mode; Software and interconnecting hardware for Windows-Based P.C. Provide information for contracting previous customers and the equipment locations. The following provisions apply and are incorporated into this solicitation by reference: FAR 52.212-2 Instructions to Offerors?Commercial Items; 52.212-4, Contract Terms and Conditions?Commercial Items and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders?Commercial Items; additionally, the following FAR clauses cited in Clause 52.212-5 are also applicable to this acquisition as follows: 52.203-6 "Restrictions on Subcontractor Sales to the Government, with Alternate I"; 52.203-10 "Price or Fee Adjustment for Illegal or Improper Activity"; 52.219-8 "Utilization of Small Business Concerns and Small Disadvantaged Concerns; 52.222.26 "Equal Opportunity"; 52.222-35 "Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era"; 52.222-36 "Affirmative Action for Workers with Disabilities"; 52.222-26 "Employment Reports on Disabled Veterans and Veterans of the Vietnam Era"; 52.225-3 "Buy American Act?Supplies"; 52.225-13 "Restrictions on Certain Foreign Purchases (E.O. 12722, 12724, 13059, 13067, 13121, and 13129); 52.225-18 "European Community Sanctions for End Products"; and 52.232-34 "Payment by Electronic Funds Transfer Other than Central Contractor Registration (31 U.S.C. 3332). Quotes are due by 4:30 P.M. EST, 12/14/01. You may FAX your quotes to the following number 513-533-8283, Attention Cheryl A. Ball. All responsible sources may submit a written quote which, if received timely, will be considered by the agency. Simplified Acquisition Procedures will be utilized for this purchase
