Description
The Government has a requirement for professional Architect/Engineering Services, with Industrial Hygiene Services, to provide design for project 646-02-102U to renovate Operating Rooms at the VA Pittsburgh Healthcare System, University Drive, Pittsburgh, PA 15240. Services shall include field investigation, design, preparation of contract drawings and specifications,construction cost estimate and construction period services as owner's technical representative. The A/E shall design the project work in accordance with NFPA, VA guidelines and directives, VA master specifications and all other applicable codes, regulations, and requirements. A/E is responsible for mechanical, electrical, structural, plumbing, interior finishes and environmental services and shall provide complete investigative services; site survey to evaluate existing conditions; and shall provide coordination, review and consultation services thru completion of the entire project. A/E is also responsible for providing professional Industrial Hygiene Services to perform asbestos survey, investigations, bulk sampling, asbestos removal specification and drawings, and monitoring in appropriate areas during construction period services. A/E shall provide coordination, review and consultation services thru completion of the entire project. A/E shall review existing VAMC as-built information; perform site investigation surveys, prepare drawings and specifications; attend design review meetings and provide consultation on questions asked by VA; submit a report with recommendations/options for replacement, complete with 16 division cost estimates/options; prepare schematics, design development which shall include drawings, estimates and specifications with reviews at 25% (due within 30 days from date of award), 50%, 75% and 100% (each due within 30 days from return of previous submission). A/E shall provide 30 sets of contract documents (drawings and specifications). Each complete set of drawings shall include required notes, details, legends, locations of equipment, etc. and are to be done on AutoCAD V.14. A/E shall review specifications and include all applicable specification sections for construction, using Microsoft Word. During construction period services, A/E shall review all contractor-submitted information; review shop drawings; technical data; cost proposals; RFI's and submit comments to VA Project Engineer. A/E shall provide cost estimates, necessary sketches and add/credit changes, providing coordination, review and consultation services thru completion of the entire project. A/E shall witness acceptance tests where required and perform site visits/inspections with VA Project Engineer to ensure work is being completed in accordance with contract requirements and furnish site visit reports to the VA Project Engineer. A/E shall perform a final inspection and furnish a report including a punch-list. A/E shall provide accurate As-Built Drawings AutoCAD format, with one (1) CD and one (1) complete set of mylars. Procurement is open to emerging and small businesses only. An emerging small business is a small business concern whose size is no greater than 50% of the numerical size standard applicable to the assigned code. The NAIC Code is 541330 with the small business size standard of $4.0 million. Construction cost estimate is between $250,000 and $500,000. Award will be to the A/E judged by the VA to be the best qualified for the work. See Numbered Note 24. The following additional factors also apply: Evaluation of knowledge of healthcare facilities and prior successful experience designing projects of this size, nature and cost; Reputation and standing of firm and principals officials with respect to professional performance, general management and cooperativeness; Record of significant claims against client because of improper of incomplete architectural and engineering services and Specific experience and qualification of personnel proposed for assignment to the project and record of working together as a team; with area of consideration limited to a 60-mile radius from the VA Pittsburgh Healthcare System, University Drive, Pittsburgh, PA 15240. Award is subject to the availability of funds. This is not a request for proposal. All interested, responsible and qualified business firms within the geographic limitation desiring consideration shall submit three (3) copies of SF254 and SF255 to the attention of the Marian Ropelewski (04A1-H) at the above address identifying RFP 646-10-02. Forms must be received no later than COB, (4:30 PM Standard time) January 18, 2001.
