Description

This RFQ seeks quotations for a single-award blanket purchase agreement (BPA) with a contractor or team of contractors holding a General Services Administration (GSA) Group 70 Information Technology Schedule contract and a Management Organizational and Business Improvement Services (MOBIS) contract. The requirement is for development and maintenance of a Department-Wide Financial Management Enterprise Architecture (FMEA) for the Department of Defense, Office of the Under Secretary Of Defense (Comptroller). The Financial Management Enterprise Architecture will be used in guiding the Department of Defense's financial management modernization effort. The Department of Defense's financial management operations and systems span numerous organizations and functions (i.e., acquisition, inventory management, property management, and personnel). The objective of the Department's financial management modernization effort is to maximize the benefits from its investments in information technology and correct its long-standing financial management weaknesses. The financial management enterprise architecture shall serve as a "blueprint" to guide and constrain investments in financial management operations and systems. This "blueprint" will implement or improve systems that will produce viable information upon which Department of Defense managers and decision-makers can rely.
