Description

This requirement is for the modification to mitigate the impact of parts obsolescence, vanishing vendors, and improve the Infrared Detecting Set (IDS) System availability as installed on the MC-130H Combat Talon II aircraft. The modification program includes removing obsolete parts within the existing 43 AN/AAQ-15 IDS systems and replacing them with common AN/AAQ-17 IDS components, and converting 6 AN/AAQ-17 IDS systems from two fields-of-view to three fields-of-view. The modification shall consist of a trial installation, a kit proof installation, and production install kits for approximately 49 Group B kits, to include necessary support equipment modificaitons. The contractor shall design the modification kits to match the form and fit of the current AN/AAQ-15 IDS, and maintain interoperabiltiy with the MC-130H aircraft and existing support equipment. No Group A changes shall be required. This requirement is for a basic contract period and two annual option periods. The approximate issue date for the RFP will be 19 December 2001. This is a SOLE SOURCE requirement for: RAYTHEON ELECTRONIC SYSTEMS, 2501 WEST UNIVERSITY BLVD., MCKINNEY, TEXAS 75070. Authority: 10 U.S.C. 2304 (c)(1). Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. See Note(s): 22 & 26. Specifications, plans, or drawings relating to the procurement described are incomplete or not available and cannot be furnished by the Government.
