Description
NIMA has a requirement for the procurement of 341 current World Geodetic System 1984 (WGS84) airfield ground surveys in 32 European countries. This requirement is in response to Secretary Brown's aircraft incident and follow-on guidance from the Department of Defense to validate Instrument Approach Procedures (IAP) and accelerate Global Positioning System (GPS) usage in the cockpit. All airfield ground surveys obtained shall meet or exceed the International Civil Aviation Organization (ICAO) standards as established in Doc 9674-AN/946, dated 1997. The contractor shall verify: a) the control data is certified as WGS84; b) the measurements are reliable (redundant, has auditable trails and can be verified); and, c) all aeronautical coordinate data meets the specifications of the ICAO standards and that their quality can be documented. The contractor shall act as NIMA's representative to seek out and acquire current WGS84 airfield survey data at the least possible cost. The contractor must have a strong background in geodesy/surveying, aviation, project management and negotiation in order to determine if the WGS84 airfield ground surveys meet the requirements of the ICAO document and will be usable in the Airfield Initiative Program. The negotiated cost will be forwarded to the AI program office for final approval. The contractor shall provide equipment, supplies, facilities, and personnel to accomplish the required work. The resulting contract will include one base year and two additional one-year options, if necessary. =20
