Description

PROJECT TITLE: Medical Clinic Replacement/Dental Clinic Alteration, Edwards AFB, CA This proposed contract is for UNRESTRICTED competition. The acquisition method is negotiated procurement. A technical and cost proposal will be required. Evaluation by the Government will result in selection of a firm that represents the best advantage to the Government. DISCRIPTION: Construct a Medical Clinic, approximately 4,400 sm, along with renovation of approximately 500 sm of an existing Dental Clinic for other clinic functions, and a 100 sm Ambulance Shelter. The Clinic will have a reinforced concrete foundation and floor slab, moment resisting steel frame, cast-in-place concrete floor on composite steel deck and composite beams roof system. Work will include all required utilities, information systems, building systems, and site work. Work also includes demolition of outlying structures, including the existing hospital, and will involve hazardous materials removal. This Procurement will be conducted under NAICS 233320. The standard size for this NAICS is $27,500,000.00.The offerors attention is directed to Section 00100 in the Solicitation for information regarding the tour of the site. Large businesses competing for this project must comply with the FAR 52.219-9 Clause regarding the requirement for Subcontracting Plan on the part of the work that it intends to subcontract. The recommended goals for subcontracting are 62% with small businesses; 10% with small disadvantaged businesses; 5% with Women-Owned Small Businesses; 5.5% with Historically Black Colleges and Universities/Minority Institutions (where applicable); 3% American Veteran Owned Small Businesses and 1.5% HubZone Small Businesses. A firm that submits a plan with lesser goals must submit written rationale to support goals submitted. All responsible sources may submit a bid, which will be considered by the agency.
