Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). I. General Scope and Description The NASA Glenn Research Center requires a tunable laser system to examine Bragg Cells embedded in optical fibers. The system shall be capable of operating at both of the optical wavelengths of the Bragg Cells in question (nominally 1300 nm and 1550 nm.) The laser output can be achieved through the use of two separate controllers/laser output modules, or through a single controller and two separate laser output modules, or through one integrated unit, at the suppliers discretion. The controller(s) shall be capable of convenient manual operation by an operation, or operation through commands sent by a computer via an IEEE-488 bus. The system shall be supplied with at least one set of operating manuals, covering all specified components and operations; including a description of the software commands required to operate the controller(s). Nominally, the system shall be composed of three parts: (1) A Power Supply/Controller, (2) A Laser Output Module for the range of 1290-1320 nanometers, inclusive; and (3) A Laser Output Module for the range of 1510 -- 1570 nanometers, inclusive II. System Description The Tunable Laser shall be comprised of the following subsystems, either integrated into one unit, or separated into up to 4 (two controllers, two laser output modules) interconnected units: A. Power Supply/Controller(s) As a minimum, the Power Supply shall 1) control both Laser Output Modules. Switching from one Output Module to another may be achieved by physically disconnecting one Module and connecting the other. 2) shall be contained in an enclosure of dimensions no larger than 18" wide x 6" high x 13.5" deep. 3) shall be powered through a standard 15A 120V AC cord. 4) shall have a front panel controller power switch and separate laser power switch. 5) provide panel controls for scan speed, start and stop wavelengths, and current control. 6) provide front panel readout for wavelength accurate to 0.1 nm, laser output power accurate to 0.1mW, and laser current accurate to 0.1 mA. 7) provide a two-wire interlock control to allow connection to room interlocks. 8) provide control such that one can modulate the laser power amplitude with a 3-dB bandwidth of at least 1 MHz. 9) provide control such that one can modulate the laser wavelength over a range of 0.2 nm with a modulation bandwidth of 2kHz. 10) provide for both frequency and current modulation inputs, using a BNC -- type or similar electrical connector. 11) provide an IEEE-488 interface to allow computer control of all specified controls, and output of all specified readouts. B. (1290-1320 nm) Laser Output Module As a minimum, The Laser Output Module (1290-1320 nm) shall 1) shall be contained in an enclosure no larger than 6" x 4" x 4" , with no less than 2 (1/4-20 through) mounting holes. 2) provide a tuning range of no more than 1290 nanometers to no less than 1320 nanometers, inclusive. 3) provide an optical power output of 2.5 mW. 4) provide a maximum coarse tuning speed of 10 nanometers per second. 5) provide a coarse tuning resolution of 0.02 nm over the entire tuning range. 6) provide a laser linewidth of less than 300 kHz. 7) provide laser wavelength repeatability of 0.1 nm. 8) provide a fiber pigtail with FC/PC connector. 9) provide both coarse and fine qx, and qy adjustments. C. (1500-1570 nm) Laser Output Module As a minimum, The Laser Output Module (1500-1570 nm) shall 1) shall be contained in an enclosure no larger than 6" x 4" x 4" , with no less than 2 (1/4-20 through) mounting holes. 2) provide a tuning range of no more than 1500 nanometers to no less than 1570 nanometers, inclusive. 3) provide an optical power output of 2.5 mW. 4) provide a maximum coarse tuning speed of 10 nanometers per second. 5) provide a coarse tuning resolution of 0.02 nm over the entire tuning range. 6) provide a laser linewidth of less than 300 kHz. 7) provide laser wavelength repeatability of 0.1 nm. 8) provide a fiber pigtail with FC/PC connector. 9) provide both coarse and fine qx, and qy adjustments. As a minimum, the Contractor shall provide a system which will output laser light in the range of 1290 nm to 1320 nm, output laser light in the range of 1500 to 1570 nm, and provide all previously specified control functions. In addition the Contractor shall provide at least one set operating/instruction manuals covering all specified controls and options, and including a description of the software commands required to operate the system. The provisions and clauses in the RFQ are those in effect through FAC 97-27. The NAICS Code and the small business size standard for this procurement are 333314 and 500, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to Glenn Research Center is required within 30 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the items(s) described above are due by 4:30 p.m. December 19, 2001 and may be mailed or faxed to NASA Glenn Research Center Attn: Timothy M. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. Award will be based upon overall best value to the Government, with consideration given to the factors of proposed technical merits, price and past performance; other critical requirements (i.e., delivery) if so stated in the RFQ will also be considered. Unless otherwise stated in the solicitation, for selection purposes, technical, price and past performance are essentially equal in importance. It is critical that offerors provide adequate detail to allow evaluation of their offer (see FAR 52.212-1(b). Quoters must provide copies of the provision at 52.212-3, Offeror Representation and Certifications -- Commercial Items with their quote.
