Description
NASA/DFRC plans to issue a Request for Offer (RFO) for the following brand name only items:FTS High Power Amplifier (HPA) Subsystem components P/N 202514, FTS Command Monitor Computer (CMC)/Datalogger Integration software P/N 800691, FTS Command Panels P/N 202216 and P/N 202393-01 , FTS HPA Power Supply P/N 202-HFUPG, 6 ea, FTS Exciter RF control modules P/N 202-HFUPG, Wattmeter Systems P/N 202514-UPG and other components listed by Part Number from the Systems Planning Corporation Brand name or equal. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/DFRC intends to purchase the items from the manufacturer, Systems Planning Corporation, 1000 Wilson Blvd., Arlington, VA 22209, on a sole source basis under 10 USC 2304(c)(1)), "Only One Responsible Source and No Other supplies or Services Will Satisfy Agency Requirements." It is likely that award to other than Systems Planning Corporation would result in substantial duplication of costs that is not expected to be recovered through competition. Support from Systems Planning Corporation includes equipment configuration, training, maintenance, and mission support will be provided at lower cost, because of existing equipment. The systems to be procured are direct replacement units or modifications to existing installed SPC equipment and because of the proprietary nature of the system design and manufacturing drawings and technical data, is the only responsible source that could effectvely and economically manufacture the system. Duplicate equipment to the Systems Planning Corporation FTS, which has been tested and proven, is to be the only acceptable system NASA DFRC will accept. The original award of the system was competed. The value of the installed system is 1.5 million dollars. The NAICS Code and Size Standard are 541519 and $18 million respectively. The DPAS Rating for this procurement is DO-C9. The Government intends to acquire a commercial item using FAR Part 12. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on December 11, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
