Description
The 48th Contracting Squadron at RAF Feltwell, UK is conducting an OMB Circular A-76 Direct Conversion of Personnel Database Management and Base Enlisted Speciality Training at RAF Lakenheath, RAF Mildenhall and other GSU locations. This announcement is to determine if qualified sources are capable of performing the services required. The market research questionnaire is to seek commercial information on the types of services captured in the description. Please be advised that this only a brief overview of the services to be provided. Request interested parties submit a brief description of their company?s business and a description of similar services offered to Government and/or commercial customers to include point(s) of contact. Base Level Personnel Database Management (BLPDM) includes system administration, customer service, and maintenance requirements. The purpose of BLPDM is to provide fast and accurate reports, technical assistance to customers, and ensuring the availability of the automated personnel data systems. Additionally, BLPDM acts as advisors on all matters pertaining to analysis of computerized personnel data. Base Enlisted Specialty Training (BEST) includes customer service, program management, program evaluation, and data management services. The purpose of BEST is to ensure database accuracy, provide program information, program direction and provide training to improve the overall enlisted specialty training program. All products generated, as a result of performance of this SOW shall become the property of the Government at contract termination.=20 A. Base level Personnel Database Management. BLPDM includes, but is not limited to system administration, customer service, and maintenance requirements.=20 1. System Administration. The service provider shall establish new Personnel Data Systems (PDS) accounts for authorized users and shall ensure applicable PDS software and upgrades are installed on each user?s computer.=20 2. Customer Service. The service provider shall provide releasable information to authorized customers and shall direct request for non-releasable information to the base Freedom of Information Act (FOIA) monitor. The service provider shall distribute management products to appropriate customers daily. The service providers shall suspense data rejects, and provide assistance to the appropriate Military Personnel Flight (MPF) work center, until corrective actions are accomplished. =20 3. Maintenance. The service provider shall perform scheduled and unscheduled maintenance on PDS equipment ensuring operability and shall contact -AFPC when equipment is not repairable and install PDS equipment furnished by AFPC. The service provider shall contact the base Communications Squadron for connectivity problems.=20 B. Base Enlisted Specialty Training. BEST includes, but is not limited to customer service, program management, program evaluation, and data management services. =20 1. Customer Service. The service provider shall assist Unit Training Managers (UTM) with: the management of the Career Development Course (CDC) Ancillary Training Program (ATP) managers with development of ATP?s.=20 C. Base Enlisted Specialty Training Management. 1. The service provider shall serve as the 3S2X1 Air Force Specialty Code (AFSC) functional manager IAW 36-2201, Paragraph 4.8.9. The service provider shall identify and assign inbound 3S2X1s to authorized positions based on the following priorities; lowest percentage of assigned 3S2X1s; longest vacancy and criticality of unit?s mission. The service provider shall orient and train UTMs on local BEST procedures and training program responsibilities. The service provider shall establish a system that strives for job rotation for AFSC 3S2X1s assigned to the installation. In addition, the service provider shall support the installation and unit commanders in trainee incentives as appropriate. 2. Receive, log, and secure CDC exam IAW AFIADL Catalogue, Chapter 9. Notify and follow-up as necessary with UTM to schedule member for CDC exam. Prepare test roster, administer classified and non-classified CDC exams, and mail answer sheets IAW AFIADL Catalogue, Chapter 9. Receive, log, and forward CDC exam results to UTM. Destroy CDC exam IAW AFIADL Catalogue, Chapter 9. Forward CDC exam to the gaining TCF when members PCS or go TDY, IAW AFIADL Catalogue, Chapter 9. Verify student CDC status in Curriculum Development Student Administration and Registrar system and provide information to UTMs when requested. =20 Contracting Questions: 1. Are there sources capable of satisfying the Government?s requirements? 2. Are commercial services available to meet requirements? If not, could the service be modified to meet requirements? If not, could the Government?s requirements be modified to a reasonable extent without violating standards and instructions? =20 3. Please provide information on the commercial and military application of your service. =20 4. What percentage of the work would be subcontracted? 5. Are there business practices unique to your industry that you utilize? 6. Please provide copies of standard, commercial agreements that have been used in commercial services of this type. 7.
