Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information contained in this notice. The procurement is being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13. This announcement constitutes the formal Request for Quotation (RFQ) and a written solicitation WILL NOT be issued. The solicitation document and incorporated provisions and clauses are those in effect through the September, 2001 Federal Acquisition Regulation revision, which includes the consolidation of all Federal Acquisition Circulars 97-27. This acquisition is 100% small business set-aside and the NAICS code is 541990 with a small business size standard of $5.0 million. It is the intent of the National Library of Medicine (NLM) to procure professional hand book and paper conservation services to work on-site and anticipated 25 -- 125 hours per month for one year with a one year successive option period. Services are needed as follows: (a) repair to paper and bindings in the rare book collection; (b) construction of phase boxes, portfolios, and other housings; (c) preparation of materials and record-keeping for off-site conservation and microfilming; and (d) design and construction of supports for exhibit of materials. Listed below are mandatory qualification criteria. The qualification criteria establish conditions that must be met in order for your quote to be considered for award: (1) Bachelor's degree or equivalent experience and successful completion of training from a qualified conservator, apprenticeship, or formal conservation training program; (2) at least five (5) years combined training and experience in book and paper conservation; and (3) demonstrated knowledge of the principles, practices, techniques, and ethics employed in the conservation of printed and manuscript materials, the ability to work independently, making sound decisions concerning conservation treatments and techniques, an on-going interest in new conservation techniques, materials, and theory, skill in oral and written communication, and the ability to work well with others. The quoter shall include all information which documents and/or supports the qualification criteria in one clearly marked section of its quotation. All proposals received within 15 days from the date of publication of this synopsis will be considered by NLM. Responses must be in writing and must be received in this office by December 18, 2001 from the date of publication of this notice, and must include pricing information and meet the criteria requirement.
