Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. Solicitation RFQ02-026 is issued as a request for quotations (RFQ). The solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 97-27. This action is unrestricted. The NAICS is 72111 (Standard Industrial Code (SIC) code is 7011). The small business size standard is $5 Million. =20 The Department of the Treasury, Community Development Financial Institutions Fund, through Bureau of the Public Debt, has a requirement for the rental of lodging rooms and conference facilities for the period of February 3, 2002 through February 7, 2002. The requirement is for the rental of fifty (50) sleeping rooms and twenty-eight (28) suites and/or sleeping rooms to be configured as break out meeting rooms for a total of seventy-eight (78) lodging rooms. The seventy-eight lodging rooms are required 2/3/02 ? 2/7/02; continental breakfast (80 people @ 4 days on 2/4/02 ? 2/07/02); afternoon snack break (2/04/02 ? 2/07/02); dinner (90 people @ 1 day) to be served on February 3, 2002; 3 to 4 hour reception for 80 people on February 4, 2002. The Treasury requires a large meeting room in which to hold a general session orientation meeting and working dinner on February 3, 2002. Dinner should be served from 5:00pm until 9:00pm. On February 4 ? 7, 2002, the Treasury will require a general session room that can accommodate a minimum of 40-50 people at round tables. The Treasury will consider a meeting configuration of one large general session room that accommodates 90 people at round tables and twenty-eight suites/and or sleeping rooms configured for use as breakout rooms. The Treasury will also consider a configuration such that we have one large general session room that accommodates 90 people at round tables (or classroom style) and fourteen small breakout rooms to accommodate 6 people each at two large tables for the entire meeting period. The Treasury will consider proposed variations in the break out room and large general session room configuration through out the meeting period. The large conference room for the general session orientation meeting on February 3, 2002 shall be set up by 5:00pm. The large conference room shall be equipped with a podium and a microphone and one wireless microphone to handle audience questions. The large conference room shall have a screen and LCD projector to accommodate a laptop and PowerPoint presentation on February 3, 2002. Conference space (including the general session room) shall be available from February 4 ? 7, 2002 on a 24-hour basis to accommodate required office supplies and equipment needed for the conference. The Treasury will host a reception in the large general session room or other room provided from 5:00-7:30pm on February 4, 2002. The Treasury will require heavy hors d?oeuvres and a cash bar for 80 people. The hotel/conference facility must be located within a 5 block radius of the Treasury Department, CDFI Program Office located at 601 13th Street, N.W., Washington, D.C. 20005 or within easy walking distance of the Metro. Offerors shall comply with the provision at FAR 52.2121, Instructions to OfferorsCommercial Items and submit a sufficient description of the items being offered in order to evaluate compliance with the requirements in this solicitation. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and is the most advantageous to the Government, price and other factors considered under authority of FAR clause 52.2122 Evaluation Commercial Items. Evaluation will include the quality and location of facilities as well as past performance. The offeror shall submit a list of 5 similar activities conducted from September 30, 1998 through September 30, 2000 with names and numbers that may be contacted. Quality, location of facilities and past performance, when combined, are of greater importance than cost or price. The Government will perform a site visit of the facility prior to award of the purchase order to evaluate the overall quality of the facility and location. The clause at FAR 52.2124, Contract Terms and ConditionsCommercial items, applies to this acquisition. Also the clause at 52.2125, Contract Terms & Conditions required to implement Statutes or Executive OrdersCommercial Items, applies to this acquisition, including paragraph B, subparagraphs (6) 52.22226, (7) 52.22235, (8) 52.22236, (9) 52.22237, and paragraph C, subparagraphs (1) 52.22241 and (2) 52.22242.
