Description
This solicitation is a Request for Proposal (RFP) for construction of the Departure Arrival Airfield Control Group operations facility for the purpose of processing personnel for deployment and return from deployment activities. The design is complete and is in metric. The building is approximately 6851 gross square meters including a 969 square meter mezzanine administrative level with 505 square meter covered entrances. Functional areas of the building include processing/waiting areas, dining area (no food prep), baggage processing warehouse with conveyor and scale. The second floor mezzanine provides offices and observation into the open first floor waiting areas. The building is conventionally framed with a machine rolled standing seam metal roof and field stained split and smooth faced masonry veneer exterior wall finish. Metal wall panels will be used at gable ends and other areas. In the waiting areas the roof framing system will be exposed to view and long span structural decking will span between designer style girder trusses. Heating will be gas fired hot water boiler and cooling will be air-cooled package chiller. Electrical will include a 150kw standby diesel generator, 600amp, 480/277 volt power, security system, public address system and information systems. Supporting facilities include all utilities, access road reconfiguration, 93 space parking, storm drainage with detention pond, fencing, and sanitary sewer upgrades. Contractors will be required to propose a direct digital control (DDC) system that is compatible and will interface with the existing Andover Continuum system. Proposals received from this solicitation will be evaluated for best value (not necessarily low price) to the Government in accordance with the following criteria listed in descending order of importance: Administrative Information (includes similar past experience, personnel, management plan, quality control and safety); Past Performance Record (includes quality results and customer satisfaction); Price Proposal; Technical Approach (compatibility of DDC system); Subcontracting Plan. The drawing files are in CAL format and can be viewed, navigated, or printed using Source View Reader. Both readers are contained in the solicitation package. Minimum system requirements are: 486- based personal computer, Microsoft Windows 3.1 or greater, 8 MB application RAM, 4 MB hard disk space, and compact disk drive.
