Description: The US Army Communications-Electronics Command (CECOM) Acquisition Center proposes to buy a Research and Development effort for a Helicopter Laser Obstacle Detection System (LODS). This includes delivery of three (3) Non-Developmental Item LODS units and a ccompanying engineering support for integration into military test aircraft. System evaluation will include determination of feasibility of satisfying tactical operational requirements for obstacle avoidance, Integra ability, and supportability. This acq uisition will be conducted under the Foreign Comparative Test Program, and is intended for award to European Aeronautic Defence and Space (EADS) Company Dornier GmbH, Friedrichshafen, Germany. Dornier GmbH is currently the only vendor able to offer the No n-Developmental Item Helicopter Laser System (HELLAS) that incorporates NIR technology, satisfies the Joint Service Aviation performance requirements for obstacle detection and avoidance, and includes Eye-Safe Laser and Optics. Technical data for this HEL LAS system is proprietary to Dornier GmbH. Period of performance for this effort will be approximately twelve months. The proposed contract type is Firm Fixed Price with a Time and Materials line item for vendor maintenance and technical support.
