- Open-End Indefinite Delivery, Indefinite Quantity (IDIQ) Architect-Engineer (A-E) services for Cannon Air Force Base, New Mexico for a 12-month basic period of performance, from date of award, with one option period to extend the contract for an additional 12-month period, at the option of the Government. These services include Title I A-E services for selected architectural projects located at Cannon AFB. Services may also include Title II services, including land surveying, soils testing, or drafting services, at the option of the Government. Projects may include new construction, additions, alterations, maintenance and repair, or combinations thereof. DOD's policy for selection of A-E firms is not based on competitive bidding procedures, but rather upon the professional qualifications of the firm, as indicated by selected evaluation criteria. Selection of firms for negotiation shall be through an order of performance based on demonstrated competence and qualifications necessary for the satisfactory performance of the type of professional services required. Selection criteria for up to two separate contracts will be based on the following evaluation factors and will be considered in descending order of precedence: 1) Experience of projects similar to those listed above; 2) Ability to design within budget; 3) Ability to produce a well-coordinated design and complete accurate plans and specifications (Only firms with multi-discipline staff, including as a minimum, architect, civil/structural, mechanical and electrical engineering disciplines will be considered); 4) Ability to start work and complete assignments within a tight schedule; 5) Technical qualifications of stall and particularly the design team; 6) Proximity of firm, including all subcontractors, to Cannon AFB; 7) Knowledge of Department of Defense (DOD) and United States Air Force (USAF) criteria; 8) Present workload of firm; and 9) Total dollar volume of recent DOD contract awards. Up to two firm-fixed price, IDIQ, contracts will be awarded, not to exceed $400,000.00 per contract, per performance period, with a guaranteed minimum of $5,000.00 in fees per contract, per performance period. Individual delivery orders will not exceed $99,000.00 each. Firms desiring consideration shall submit current SF254 and SF255, Architect-Engineer and Related Services Questionnaire, to include information on firm principals as well as on proposed subcontractors. Participation by HUB-Zone, Veteran-owned, minority, and woman-owned business enterprises is encouraged. Only firms submitting new Standard Forms 254 and 255 will be considered. Standard Forms 254 and 255 must be received in the 27th Contracting Squadron/LGCA (Infrastructure (CE)), 511 North Torch Boulevard, Cannon AFB, NM 88103-5109, no later than close of business (1600 hrs local), 3 January 2002, to be considered. Firms desiring consideration shall submit appropriate data, as described in Numbered Note 24. Up to two firms will be selected and up to two contracts awarded as a result of this advertisement. All responsible sources may submit their qualifications, which shall be considered. This is not a Request for Proposal (RFP).
