Description
The National Institute of Standards & Technology (NIST) has a requirement for a Multi-Probe SAR Monitoring System with the following critical specifications: 1) 10 SAR probes for 900 MHz and 1900 MHz. a) Each probe should provide data for three orthogonal axes (isotropy should be less than plus or minus 1.0 dB over the three axes). b) Each probe should have calibration data for each of the three axes (electric field measurements should be accurate to less than plus or minus 1.5 dB). c) Each probe should have a 10 m optical fiber link or a high resistive wire link (the optical fiber should terminate in a connector interface to the communication system, a resistive wire link should terminate in a connector compatible with a metal access panel feed through). d) Each probe should operate in electric field levels up to 200 V/m (in air external to a phantom), amplifiers and any support or telemetry equipment (if needed) prior to a optical fiber link to external equipment must be able to operate in electric fields up to 200 V/m. e) Battery life (if needed) for the probes must be greater than 10 hours. 2) 1 spare SAR probe. 3) A communication system for interfacing to the NIST reverberation chamber data acquisition system. Software should allow the data from each probe (three axes) to be read and stored by the NIST data acquisition system. The communication system hardware should be completer (turn-key). 4) A manual for the communications system or sufficient documentation to allow interfacing of the NIST PC based data acquisition system and the multi-probe SAR monitoring system. As the technical merit becomes more equal, price becomes a greater factor. This procurement is being conducted under Simplified Acquisition Procedures. There is no formal bid package. Proposals can be faxed or mailed and must be received on or before December 21, 2001. When submitting a proposal, please include freight costs, Federal Tax ID Number, Dun & Bradstreet Number, and business size. Terms and Conditions and agency level protest procedures can be found on web site http://oamweb.osec.doc.gov/CONOPS/#REFERENCE. Hard copy in full text available from office address and phone number listed in notice. Anticipated award date will be December 24, 2001.
