Description

The Navy has a requirement to establish a common user interface within a common Windows NT operating environment to facilitate data commonality and interoperability among systems to support MARCORSYSCOM's Signals Intelligence Electronic Warfare mission. The Government intends to enter into a Basic Ordering Agreement (BOA) with Digital Access Corporation (DAC), 2359 Research Court, Woodbridge, VA Qu22192 to procure, via individual orders issued thereunder, SIGINT Common Sensor Module (SCSM) design, maintenance, modifications, testing and installation; engineering design, fabrication, testing, manufacture and modification of equipment and components required for use with SCSM. SCSM training, systems integration, logistics and program support will also be included. These products will be procured on a sole-source basis, under the authority of a Class J&A, in accordance with the sta tutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. Only those products for which DAC has proprietary and/or unique qualifications, primarily related to the SCSM software, will be included in the BOA's scope. It is anticipated that the BOA's ordering period will cover three base years plus two one-year options. Periodic review and synopsis of the BOA will be performed as required.
