- See Note 22. Gov Works Procurement Operations Branch, Minerals Management Service, Department of the Interior in support of the Redstone Technical Test Center (RTTC), Redstone Arsenal, AL has a requirement for a PCM decommutation system with customized software to be delivered to RTTC 45 days after contract award, with 360 hours of software engineering support. The Government intends to procure this system and support from Pacific Instruments, Concord, CA, under the authority of 10 USC 2304(c)(1), as a commercial item procurement. The PCM decommutator system will be used to support the test and evaluation of the AGM 130 telemetry/flight termination system by RTTC. The immediate use for this system is to troubleshoot flight tests scheduled for the 4th quarter FY02. This testing requires the system to have the ability to receive and process 5 serial data streams and 64 analog channels embedded in a single PCM data stream. Through Government market research it has been determined that this immediate capability is only available through Pacific Instruments. The reason for this notice is to determine if there are other companies with the capability of meeting the specifications, 45-day delivery date, and terms and conditions of the requirement. A copy of the specifications may be obtained by e-mail or fax from the Contracting officer. The following are the CLINS to be procured: CLIN 0001 #TDS1000PR Portable Telemetry Processing System, 1 ea; CLIN 0002 #TDS1064 Embedded IRIG-106 Chapter 4 Stream Library, 1 ea; CLIN 0003 #TDS1076 Embedded RS 232/422 Stream Library, 3 ea; CLIN 0004 #TDS-1032 Variable Rate Bit Sync, PCE (20 Mbps NRZ, 10 Mbps all others); CLIN 0005 #TDSENG Softwae Engineering for embedded serial streams, 360 hours. This will be a firm-fixed-price, commercial item procurement under FAR Part 12 with FOB Destination. All shipping and handling costs must be included in the price proposed. Commercial item FAR clauses 52.212-1, -3, -4, & -5 apply to this solicitation, and may be downloaded from http://farsite.hill.af.mil. FAR 52.212-3 has Representations and Certifications which must be completed and returned with the proposal. Vendors are also to provide DUNS and TIN numbers with proposals. GovWorks Procurement will handle the solicitation and resultant contract as well as payment of invoices. Should you wish to reply to this announcement with a quote, it must be received by the Contracting Officer by 2:00 p.m., December 13, 2001 EST. Faxed quotes will be accepted at 703-787-1009, or by e-mail at linda.butler@mms.gov, followed up by a telephonic notice to the CO that the proposal was sent by the offeror, due to potentially unstable network situations. Specify RFP number and offeror's POC and telephone and fax numbers and e-mail address in the proposal. GovWorks is a Federal Franchise Fund Contracting Office under the authority of the Government Management Reform Act and as such provided contracting support to all Federal agencies.
