Description

The Bureau of Alcohol, Tobacco and Firearms (ATF) intends to negotiate on a Sole Source Basis with Alltel Communication to provide monthly service for 128 cellular telephones and digital paging state and nationwide coverage in the North and South Carolina area. Service plan must include: minutes must be "aggregate" or pooled for the entire North and South Carolina so that minutes can be transferred from low-need offices and agents to high-need ones, must offer pager-like features as an alternative to current pagers, equipment replacement/repair option, vibrate or silent alert feature, must offer a "Carolinas" coverage area, both North and South Carolina, maximum coverage, nationwide plans to address agents need, call waiting, call forwarding, no answer transfer, three way calling, caller ID, detailed billing, and basic voice mail. The following provisions are applicable to this acquisition: (a) FAR 52.212-1, Instruction to Offerors Commercial, (b) FAR 52.212-4, Contract Terms and Condition-Commercial Items, (c) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Order-Commercial Items. The provision at FAR 52.212-2 Evaluation-Commercial Items applies to this acquisition. This procurement will be made using the simplified acquisition procedures under FAR Subpart 13.5. Award will be made to the offeror meeting all the specifications listed above on an all or none basis. Awardee must complete a SF-3381 ACH Vendor/Miscellaneous Payment Enrollment form, for payment via electronic funds transfer.
