Description

The Naval Air Systems Command (NAVAIR) intends to negotiate a sole source contract with Northrop Grumman Corporation (NGC), Bethpage, NY, for the development, integration and installation of a modernized radar into the E-2C aircraft weapon system. The procurement will be for the System Development and Demonstration phase and will be a cost plus incentive fee / award fee type contract. The proposed contract requires NGC to provide associated engineering, Integrated Logistics Support (ILS), quality assurance, reliability and maintainability programs, testing, training and technical, administrative and financial data. As sole designer, developer and manufacturer of the E-2C aircraft weapon system, only NGC has the requisite knowledge, experience and technical data required to successfully complete development and integration of the RMP onto the E-2C aircraft without causing unacceptable delays in meeting the Navy's operational requirements and without substantial duplication of cost to the Government. Additionally, NGC is the E-2C weapon system integrator and maintains proprietary rights to the associated technical data; therefore, only NGC has the requisite knowledge of the E-2C to provide technical support for the contracted effort.
