Description
The U.S. Coast Guard Headquarters, Office of Acquisition, Office of Contract Support, General Contract Division (G-ACS-2b) has a requirement for C130 Engineer and Co-Pilot training courses. This acquisition is considered a commercial acquisition and as such will be conducted in accordance with FAR Part 12 and FAR Subpart 13.5. All requirements for the training courses are outlined in the solicitation, which will be posted at the http://www.eps.gov website within two weeks. The basic requirements for these courses are as follows: a. Location: All training shall be conducted at the contractor?s facility, within a 25 mile radius of Clearwater, FL. b. Course Language: The training shall be conducted in English using standard aviation nomenclature. c. Trainee Evaluation Requirements: The contractor shall develop and implement a continuing evaluation program that shall determine each trainee?s progress toward meeting the task objectives. The program shall utilize written tests to measure understanding and ability to apply principles; and performance tests designed to measure the ability of the trainee to perform certain tasks or recall certain information as stated in the course objective. Written tests and written descriptions or outlines of performance tests shall be made available for Government inspection upon request. Trainees? completed tests shall be furnished to the COTR upon request. d. Methodology of Instruction: The instructor may use a variety of training aids. Instructor centered learning requires that the instructor always be in the classroom actively presenting material and leading discussions. e. The contractor shall provide this training for a minimum of one year and a maximum of five years. f. All courses must be FAA certified in their area. g. Instructors should be professionally trained in technical as well as educational fields and possess the broad background, technical capability, and practical experience relating to current aerospace and training technology. All additional requirements are located within the solicitation. The Request for Proposal (RFP) number is DTCG23-02-R-PBR000. This requirement is available for full and open competition. The U.S. Coast Guard anticipates award of a Firm Fixed Price IDIQ contract for these courses. The NAICS code for this acquisition is 611512. For Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT) Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
