Description

This is a sole source, combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, and the test program outlined in FAR 13.3, as well as supplemental information provided herein. This non-competitive action will be processed in accordance with FAR 6.301-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). The United States Patent and Trademark Office plans to issue this requirement as a firm fixed price purchase order utilizing simplified acquisition procedures, which will be awarded to Action Point, Inc. of San Jose, CA. This procurement is for a twelve-month renewal of software maintenance and extends USPTO's site license for Input Accel software. Action Point is the developer and sole provider of Input Ace and is the only source that can authorize the required renewal of the software maintenance. Continuation of an FY 2002 site license will allow USPTO unlimited connections for servers and dongles, twenty-five million annual page capacity as well as other miscellaneous capabilities offered as a result of the renewal of this agreement. The USPTO also intends to include three (3) option items to extend beyond the intial twelve month period funded by this initial order. This announcement constitutes the RFP and is the only solicitation that will be issued. A sole source proposal is being requested pursuant to this announcement and shall reference requisition number 192P0250015. This solicitation incorporates all of the applicable provisions and clauses in effect through FAC 97-27, as if stated in full text, as well as the terms and conditions of FAR 52.212-1. A proposal shall be delivered to the Patent and Trademark Office, Office of Procurement, 2011 Crystal Drive, CPK 1, Suite 810, Arlington, VA 22202, Attention: Ms. Joan Hanicak, no later than 2:00 PM (EST) on December 12, 2001.
