- Description
- The United States Agency for International Development Mission in Indonesia (USAID/Indonesia), in cooperation with the Government of Indonesia's State Ministry for National Development Planning, is providing notification to potential offerors of its intention to award a non-competitive contract to International Resources Group for follow-on activities to its current task order No. 833 under contract IQC No. PCE-I-00-96-00002-00 with International Resources Group that expires on February 28, 2002. The non-competitive contract will provide funding of approximately $2.1 million and 168 person-months of long-and short-term US expatriate and Indonesia professional level of effort for the period from March 1, 2002 to September 30, 2002. The goal of the non-competitive contract will be to continue activities that promote more pluralistic and decentralized local management of forests and protected areas, including terrestrial and marine parks, in Indonesia. During this period, USAID will support long- and short-term US expatriate technical advisors located in Jakarta, Samarinda, Manado and maintain liaison offices in Jayapura, and Palu in order to provide technical assistance and support for a series of on-going activities in conjunction with Bappenas, the Ministry of Forestry, the Ministry of Marine Affairs and Fisheries, and regional and local governments in East Kalimantan and North Sulawesi. Key activities will include support, training, and technical assistance for: 1) the Bunaken National Marine Park in North Sulawesi; 2) environmental non-governmental organizations in North Sulawesi; 3) a multi-stakeholder mercury remediation plan for North Sulawesi; 4) the West Kutai Advisory Board for Kutai National Park in East Kalimantan; 5) the City of Balikpapan in East Kalimantan for further development and implementation of the Balikpapan Bay Watershed Management Plan; 6) forest policy analysis and spacial planning for the Ministry of Foresty and local governments in East Kalimantan; 7) public awareness and outreach activities. A Cost-Plus-Fixed Fee contract is expected under the authority of FAR Part 6.302-1 "Circumstances Permitting Other than Full and Open Competition" unless the Contracting Officer determines that more than one source can meet the Government's needs, as a result of this notice. To respond to this notice and to be considered, offerors must see Numbered Note 22 and 25 and must strictly comply with the submission instructions and requirements. All responsible sources may submit an expression of interest that must include capability statements. USAID/Indonesia will not respond to requests nor consider proposals that do not comply with the submission requirements. It is the sole responsibility of offerors to ensure that their expression of interest and all necessary documents reach the Contracting Office, USAID/Indonesia, at the above address (see No.7) not later than 45 days from the date of this notice in the CBD.***** B.
