- Description
- This request for information (RFI) is the initiation of market research under FAR, Part 10 and is not a request for proposals. The Tactical Unmanned Aerial Vehicle (TUAV) Project Office, Redstone Arsenal, AL, seeks information concerning an extended range / multi-purpose (ER/MP) unmanned aerial vehicle to be integrated into existing Government Furnished ground control equipment, to include command, control, communications, computers, and intelligence (C4I) interoperability. The ER/MP air vehicle in conjunc tion with the ground data terminals must be capable of line of sight, non-line of sight and beyond line of sight command and control links to, and receipt for payload and AV data telemetry from the AV. The ER/MP is intended for use in the Army Division/Co rps; hence, requiring a minimum time on station (range and endurance) of 8-hours at an operational range of 200 kilometers, a service ceiling of 15,000 feet MSL on a standard day and must accommodate a minimum payload capacity of 200 pounds. Within the 20 0 pounds, the unmanned aerial vehicle must be capable of simultaneously carrying two different types of mission payloads, one of which must be an Electro Optic/Infrared (EO/IR). The air vehicle must have air traffic control (ATC) capability, meteorologica l sensor, the capability of flying through light icing condition and have a heavy fuel engine. The ATC capability, meteorological sensor, data link and other mission related equipment is not included in the minimum 200-pound payload capacity. AAI Corporation is the contractor responsible for delivery of the Tactical Unmanned Aerial Vehicle (TUAV) Shadow system. The Government furnished ground control equipment to be integrated with the ER/MP will be selected from assets delivered under the TUA V Shadow contract. AAI Corporation will serve as the lead systems integrator of the ER/MP air vehicle with contractor and the Government furnished ground control equipment. Your written comments, suggestions, and ideas regarding this initiative are invited. Please include the feasibility and cost effectiveness, and provide a summary of your experience in similar activities. As indicated in FAR 52.215-3, Request for Informat ion or Solicitation for Planning Purposes (Oct 1997), (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided i n subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. b) Although proposal and offeror are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) T his solicitation is issued for the purpose of preliminary planning for acquisition of an ER/MP air vehicle. Any vendor, who is interested, may make an oral/audio/visual presentation of their information. For an appointment, please contact the Contracting Officer listed below. Appropriately marked proprietary information, submitted as a result of this RFI, will be received and protected accordingly by the U.S. Government. However, since AAI Corporation will serve as the lead system integrator for the ER/ MP, you should consider how to accomplish any reviewing of information by AAI.
