- US Army Communications -- Electronics Command (CECOM) intends to modify sole source contract DAAB07-98-D-S003 with, Malibu Research Associates, Inc., 26670 Agoura Road, Calabasas, CA 91302, to increase the ordering ceiling. This notice also serves as a sou rces-sought synopsis for the purposes of conducting market research to determine the interest and capability of potential sources for the ongoing technical engineering and support services in providing studies, analysis, design and performance evaluations for the Firefinder weapon locating radar programs and the Shortstop countermeasures system. Firefinder consists of three systems, the AN/TPQ-36, AN/TPQ-37, and AN/TPQ-47. These systems are mortar and artillery weapon locating radars. Shortstop is an ele ctronic warfare system that detects proximity fuzed munitions and predetonates them. The ongoing support required is to provide radar system performance analysis, radar hardware and software algorithm analysis, radar system threat analysis, analysis of fu ture radar sensor requirements, analysis and repair of Radar Environmental Simulator (RES) problems, and analysis of Firefinder and Shortstop predicted performance. To provide this type of continuing support, the requisite technical engineering knowledge and experience is required. This includes the requisite engineering tools, RES test simulation and interface requirements, and intricate knowledge of the current Firefinder radar software and hardware and historical database. The majority of these effort s are for the design, development, fabrication and testing of the AN/TPQ-47 Radar Environment Simulator System (RESS). The current support is for finalizing and delivering the design and fabrication of the RESS hardware and software, including radar inter face, target and clutter scenarios, and waveform generator. Malibu has propriety rights to original software and no other company can be reasonably expected to provide the required services. Interested sources may identify their interest and capability t o respond to this requirement by providing a clear and convincing Statement of Capability. The Statement of Capability should be detailed enough to make a technical assessment of the capabilities possessed by the Contractor. This notice of intent is not a request of competitive proposals. No solicitation document exists and requests for such documents will be considered nonresponsive and not valid for consideration. However all Statements of Capability received within 15 days of this synopsis will be co nsidered by the Government. If no affirmative written responses are received it is the intent of the Government to issue a contract modification to increase the ordering ceiling. The contract modification would be issued to increase the ordering ceiling by $2,500,000 from $5,000,000 without extending the current ordering period. The modification would be issued pursuant to 10 U.S.C. 2304(c)(1). A determination by the Government not to compete this proposed contact action based on the responses to this n otice is solely within the discretion of the Government.
