Description

The Naval Surface Warfare Center, Dahlgren Division, Coastal Systems Station, Panama City, Florida, intends to award a Firm-Fixed-Price Purchase Order for five (5) each Synchro to Digital VME Boards, Part Number B5410C39-1, on a sole source basis to North Atlantic Instruments, Inc., 170 Wilbur Place, Bohemia, NY, 11716. This acquisition is not suitable for full and open competition because only the North Atlantic Instruments Synchro/Digital Board provides the required commonality for the Integrated Combat Weapons System (ICWS). To ensure functional commonality of the ICWS, the Hardware Working Group Integrated Project Team (IPT) has directed that all subsystems utilize the same software and hardware products identified by the IPT performing the design and build of the ICWS. The ICWS IPT has selected the North Atlantic Instruments Synchro/Digital Board as best meeting the requirements of the ICWS. Accordingly, the North Atlantic Instruments Synchro/Digital Board will be utilized by Coastal Systems Station in performing software development and hardware integration of various ICWS subsystems. No other board will provide the required commonality. Note 22 applies.
