- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is PR -NC-02-10044 and is being issued as a request for proposal (RFP). The document and incorporated provisions and clauses are those in effect through federal acquisition circular 01-01. This requirement is for delivery of domestic and foreign serials and journals (and related services) to be delivered to the Environmental Protection Agency, RTP library. This requirement will be a firm fixed price with economic price adjustment contract with a twelve-month base period and will allow for four twelve-month option periods. North American Industry Classification System (NAICS) No. 422920 applies with a size standard of 100 employees. This solicitation is issued as Small Business Set-Aside. The anticipated period of performance is January 1, 2002 through December 31, 2002. The following provisions apply to this solicitation: 52.212-1,Instructions to Offerors Commercial Items; 52.212-2, Evaluation -- Commercial Items, 52.212-3, Offeror Representations and Certifications -- Commercial Items, 52.212-4 Contract Terms and Conditions-Commercial Items and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items. Evaluation criteria to be included as an Addendum to provision 52.212-2 includes the following: (i) past performance, (ii) technical (electronic data capabilities), and (iii) price. Past performance and technical will be evaluated as approximately equal to price. The solicitation, statement of work, provisions and amendments will be available via the internet world wide web at http://www.epa.gov/oam/rtp_cmd. Firms are encouraged to access the solicitation, statement of work, provisions and amendments via internet. If you will be obtaining a copy of the solicitation via the internet, it will be your responsibility to frequently check the same site where the solicitation is posted for any amendments. However, only those firms who do not have the capability to obtain the solicitation from internet, may submit a written request for a diskette. Diskettes will not be sent to those firms who have internet access. If you request a diskette of the quotation, you will receive amendments by mail, unless you notify us otherwise. Only one copy shall be sent to a corporate entity, regardless of the number of requests from one or more different geographic locations. All responsible sources may submit a proposal on/or before December 28, 2001, by 12:00 Noon, Eastern Standard Time.
