- FISC Norfolk ? Detachment Philadelphia intends to acquire support services for the Supply Maintenance Aviation Reengineering Team (SMART) project on behalf of the Naval Supply Systems Command, Mechanicsburg, PA. These services will support the SMART project as an ACAT III program, with the high probability of transitioning to an ACAT I program within the next year. It is intended to negotiate a cost plus fixed fee contract on a sole source basis with Vector Research, Inc. of Annandale, VA. The authority for this sole source action is 10 USC 2304(c)(1). The period of performance will be twelve months beginning in January 2002. The services under this requirement involve providing personnel knowledgeable to assist the Program Manager in the complex task of applying industry best practice in software acquisition and development, while maintaining compliance with Federal Government and DoD statutory and regulatory acquisition laws and guidance outlined in the Clinger-Cohen Act and the DoD 5000 series publications. Expert life cycle planning and documentation; requirements generation and management; cost, schedule and performance tracking; performance measure development; business process reengineering; risk analysis and management; and economic analysis are other services that will be required to be provided. Interested parties who contend that they are technically qualified should submit specific technical data, including but not limited to: resumes, management experience, and other pertinent data as desired to be used as an evaluation basis to determine competence to successfully perform the required services. The Government reserves the right not to open this requirement to competition based upon technical responses received in response to this announcement. Technical responses received as a result of this announcement will normally be considered solely for the purpose of whether to conduct a competitive procurement.
