- SPAWARSYSCEN Charleston intends to issue a Request for Proposal (RFP) for Air Traffic Control (ATC), Ground Electronics Maintenance (GEM), and Meteorology (MET) Forecasting and Observation support services for U.S. Government aviation support facilities worldwide. The solicitation will contain three (3) Lots: Lot I ATC, Lot II GEM, and Lot III, MET. The support effort includes the provision of ATC, GEM, and MET operational services at selected U.S. Government aviation facilities and at aviation facilities that support the National Science Foundation (NSF). The support to be provided includes all elements necessary for the applicable ATC, GEM, and MET services tasking, consistent with rules and procedures outlined in applicable Department of Defense, International Congress of Civil Aviation Organization (ICAO), National Weather Service (NWS), Federal Aviation Administration (FAA), and local policies and procedures. These support services may include: provision of ATC services, provision of flight planning and flight dispatch services, provision of Special Use Airspace services, provision of preventive and corrective maintenance of ATC, navigation, communications, weather, and related systems, provision of aviation and general weather forecasting services and provision of weather observation services. The predominant place of performance is in Antarctica. The planned contract will be an indefinite delivery, indefinite quantity, cost-plus-fixed-fee type contract, and will be issued for a base year, with four one-year option periods. This procurement will be conducted under full and open competition on an unrestricted basis. The applicable NAICS code is 488111 with a size standard of $5M. The Government reserves the right to make multiple awards if it is determined to be in the best interest of the Government. Award will be made on a best value basis, per Lot (i.e. ATC, GEM, MET), considering cost, corporate experience, personnel qualifications, facility information, small Business and Small Disadvantaged Business participation information, program management plan, capability, past performance and other factors. All responsible sources may submit a proposal which shall be considered by the agency in response to this solicitation. It is anticipated that the solicitation will be available by 02 January 2001 on the SPAWARSYSCEN Charleston RFP web page address link below. It is the responsibility of the interested parties to independently review this web page frequently for updates to any and all documents.
