Description
The requirement is to provide all personnel, supervision, management, equipment, materials, supplies, tools, and all other items necessary to operate and maintain the Central Utility Plant, which furnishes all heating, cooling, electrical distribution, and hazardous waste incineration for the NIEHS and Environmental Protection Agency (EPA) Campuses. These services shall include, but are not limited to, operation of mechanical plants and utilities systems; preventive and repair maintenance on utility plants and equipment; and housekeeping services in utility plants. The contractor will be required to operate, maintain and repair all mechanical, electrical and utility systems in Building 105 (Central Utility Plant), Building 106 (Incinerator Building), Building 107 (Electrical Sub-Station), Building 108 (Chemical Handling and Storage Building) and the Davis Park Warehouse. Specifics for Buildings 105, 106, 107,and 108, are all distribution of electricity (high voltage and low voltage), high temperature hot water (HTHW), chilled water (CHW) and domestic water (PW). The requirement includes maintenance and repair of all underground and above ground distribution piping and wiring and equipment associated with electricity, HTHW, CHW, PW and fire protection distribution piping, and system controls up to and including the first cut-off valve or disconnect inside all buildings on the NIEHS Campus and between the CUP and the outlet of the isolation valve within the valve pits serving the EPA Campus. The work will require a contractor who has experience with various sizes and types of complex equipment. Examples would be experience with high temperature hot water generators (40 M BTU's each), water chillers (greater than 2,000 tons each), electrical substation distribution (13,800 volts), hazardous waste incineration, wet scrubber operation, and 24/7 central utility plant operation. Period of performance for the base period shall be one (1) year from date of award. There will be four (4) one-year option periods.
