Description

It is the intent of the Secretary of the Interior to appoint a Trust Manager for the Montana Fish and Wildlife Conservation Trust (Trust) in accordance with the requirements established by Congress in the Canyon Ferry Reservoir, Montana Act, Public Law No. 105-277. The purpose of the Trust is to provide a permanent source of non-federal funding to acquire publicly accessible land in the State to restore and conserve fisheries habitat, including riparian habitat, restore and conserve wildlife habitat, enhance public hunting, fishing and recreational opportunities, and improve public access to public lands. The Bureau of Reclamation is assisting the Canyon Ferry Conservation Trust Joint State-Federal Agency Board (Board) in identifying entities interested in managing the Trust. The Trust Manager will be responsible for investing the corpus of the Trust and disbursing the funds from the Trust after receiving requests for disbursement from the Board, once it is determined that the requests meet the purpose of the Trust. Interested parties need to contact Gerri Voto at (406) 247-7809 for a copy of the Sources Sought Narrative. The Narrative must be completed and returned to Susan Kelly, Chair, Canyon Ferry Conservation Trust Joint State-Federal Agency Board, 2900 4th Avenue North, Billings Montana 59101 by the close of business on Friday, February 1, 2002. After information provided by interested parties has been evaluated, the Secretary of the Interior will appoint the Trust Manager. Factors to be evaluated include the following: 1) past performance, ability and experience; 2) price realism; 3) knowledge of and experience with Montana conservation issues; and 4) knowledge of and experience with receiving funding through cooperative partnership.
