Description
The Ballistic Missile Defense Organization (BMDO), intends to award a sole source contract in January 2002 to Utah State University Space Dynamics Laboratory (USU/SDL) to obtain the space sensor component of the ongoing BMDO RAMOS Program. The scope of this effort includes the design, fabrication, testing and integration of two space sensors for the RAMOS Program. The work includes six broad activities: (a) the performance of tradeoff analyses for applicability of sensor technology to perform joint United States (U.S.)/Russian Federation (RF) RAMOS space experiments; (b) the detailed design and final development of sensors able to fully support the RAMOS science objectives; (c) fabrication of test articles and simulators, two flight articles, and prototypes of promising sensor concepts; (d) the integration, sparing of components, and testing of space sensors with a space platform including calibration, launch support, and on-orbit testing; (e) the planning for and execution of joint U.S. / RF sensor experiments as part of the RAMOS Program; and, (f) the analytical support to BMDO of data collected from the RAMOS sensors. The Government anticipates a two-year Cost-Plus-Award-Fee contract for the design and fabrication of two sensor suites, with five (5) one-year options for integration, sparing of components, testing, and on-orbit maintenance of the sensors. Acquisition systems level specifications for the sensors are available to the Government. The approximate value of the contract is between $100 million and $120 million. Award of the contract will be made pursuant to 10 U.S.C. 2304(c)(1). See Number Note(s): 22 and 26.
