- This is the fourth modification to a prior notice posted on 7 Nov. 2001. Respondents that plan to submit White Papers should be aware that the Draft RFP will be available on http://procnet.pica.army.mil on or about 20 Dec. 2001 and that respondents should consider this data in the formulation of any White Paper submission. To facilitate this, the content of the Draft RFP material will be frozen and not be updated from 20 Dec. 2001 to 11 Jan. 2002, the due date of the White Papers.
